Englewood Parks & Recreation Department Volleyball Rules

The manager of each team is responsible for his team knowing and abiding by the rules and gym rules.

The Recreation Department reserves the right to move teams both upward and downward to maintain the competitive integrity among leagues. Movement of teams when deemed necessary shall be determined upon the number of teams involved and their most recent performance history.

The current U.S.A. Volleyball Rulebook will govern play. Exceptions and selected rules are included in this sheet.
  1. All players must be sixteen years of age or older.

  2. Uniforms: Like shirts are suggested but not required.

  3. Only players officially on your team roster may participate in games.

  4. Unlimited rosters: Rosters will be frozen at approximately the midway point of the season (See Schedule). Additions will be allowed after this date for a fee four times that stated non-resident fee. This fee is non-refundable.

  5. If a team wishes to add a player to their roster once the roster has been turned in the players must come to the Recreation Center and fill out a player add form and pay the player fee. It is the responsibility of the player to present the add form to the official at the location at which he/she plays in order to be eligible. If a player loses the add form, they must acquire a copy at the Recreation Center before they are eligible to play. Players are eligible when they present add form to the official! The Recreation Center keeps a list of individual players interested in finding teams. Managers looking for extra players can contact the volleyball supervisor at the Recreation Center.

  6. Rosters may be checked before each game. Photo I.D.'s must be shown to official if verification is requested.

  7. Game time is forfeit time for the first game. The team then has fifteen minutes before the remainder of the match is forfeited. (See rule clarification #15)

  8. Time Limit: If the first two games of a match including warm-up takes more than 45 minutes, the last game will be played to a determined amount of points.

  9. A normal game is rally scoring to 21 points providing the winning team is ahead by two points or one team reaches 23 points. (You do not have to win by two). However, we reserve the right to alter the total number of points played in order to maintain the one-hour OR 55 minutes, if a four match league, time limit.

  10. Three games will be played each night and will count toward the standings. Manager’s please initial result sheet at the completion of each match.

  11. Any abusive display of anger by a may result in suspension. If an official expels a player from the game, the player will have to sit out the next match the following week.

  12. Time Outs: Two 30 second time-outs per side per game may be called when the ball is dead.

  13. Teams will be allowed a five-minute warm-up before a match time. (This time counts toward your hour).

  14. All leagues may start and finish with five or six players.

  15. Coed teams - All leagues must play with equal number of men and women, however teams may play with five players. When playing with five players, the normal rotation will not change. Please note; there is a mandatory sideout on serve where the sixth player is missing.

    Acceptable Combination of players:
    3 men - 3 women 2 men - 3 women 2men – 4 women
    *** 3 men - 2 women ***
    *** Co-ed Teams may play with more males than females, however the first game of the match will be forfeited. The remaining two games will then be played. Clarification: Once the first game of the match is forfeited and the 5th player to arrive within the first fifteen minutes of a match, 2 games will be played without further sanctions.


  16. Substitution: Recreation and Competitive Leagues will substitute according to the teams own choice of either the U.S.A. Volleyball rule for substitution or rotate in the center back position.

  17. The official will talk only to the team's captain.

  18. Forfeiture of three matches in a season will result in a team not being considered a returning team for the next season.
    Note: Please contact the Recreation Center (Volleyball Supervisor) one day in advance, if you know your team is going to forfeit.

  19. Net Play:
    1. For all leagues a let serve will be considered in play.
    2. Contacting the net while the ball is in play is prohibited unless the force of the ball pushes the net into the player.
    3. The foot or hand can touch the centerline under the net as long as it remains on or above the line.
    4. A block does not count as a hit. A team attempting a block would therefore still have three hits remaining.

  20. Back-row player(s) may hit (spike) the ball only if he/she takes off from behind the 10' line.

    Recreation and Competitive Leagues Only:
    During Co-ed play when there are two females and one male player in the front line at the time of the service, one male backrow player may be forward of the attack line for the purposes of participating in blocking action.

  21. All Leagues: Teams must supply two lines people for all assigned matches. Failure to do so will result in the forfeit of your next scheduled game.

  22. Co-Ed League Rule: If a Team contacts the ball more than one time during offensive action, one of the contacts must be made by a female player, there is no restriction that prevents all three team hits being made by female players.
GYM RULES
  1. Shirts must be worn at all times Tennis shoes ONLY on gym floor. NO BARE FEET.
  2. Children watching MUST be supervised.
  3. No food or drinks allowed in gym. No alcoholic beverages are permitted on City or School property.
  4. Other Center facilities may be used provided the proper fee is paid at the front desk.
  5. Warming up in the halls is not permitted and will not be tolerated. Players found warming up in the halls will not be allowed to participate in their match that night, which in turn could result in forfeiture. Managers, please make your players aware of this rule.

U.S.A.VB Significant Rule Changes

Service Toss
  • only one toss per service attempt

    Service Zone
  • is now extended to include the entire width of the court, behind the end lines.

    Joust
  • will not be considered a held ball

    Ball Out (Overhead)
  • a ball may now contact the ceiling or overhead objects above the playing area. It will be considered out if it contacts the playing area above the opponents space or crosses the net after contacting above the playing area.

    Playing the Ball
  • You may now play the ball with any part of your body (head to toe).
  • multiple contacts when playing the first ball over the net (including serve, softly driven, etc.) will be allowed as long as it is one attempt.

    Net Play
  • a player not involved in the play may now come in contact with the net as long as it does not affect play, ie. a player completing a block or a set and brushing the net.
