Englewood Parks & Recreation Department Men's Fastpitch Softball Rules

All team members must take into consideration that all fields are located in residential areas. Please show respect to the owners property by parking legally, not loitering, littering and by using proper restroom facilities for changing and bodily functions and overall noise level.

Alcoholic beverages are not permitted in Englewood Parks. This ordinance is enforced by the Police Department. Alcohol consumption in the Parks by a team member may result in forfeiture of game and ejection from the league. Smoking is prohibited on the field and the dugouts.

Good Neighbor Policy
This policy addresses basically three issues, lights out, “tailgating” and the use of proper facilities. During last season concerns were raised regarding these issues. In an attempt to address them we will continue with our stance on tailgating and use of bathrooms. The third phase of the policy addresses “lights out,” game times have been moved forward and no new inning will start after 10:45pm. Any game that is not considered complete at that time will be continued at a later date. We hope to complete all games prior to the park curfew of 11:00 p.m.

Rain Out Policy
Games canceled because of inclement weather during the course of the season will be rescheduled. Make up games may be played on evenings other than your scheduled league nights. It is the managers responsibility to obtain information on games canceled due to the weather. Games that are suspended will be continued as stated in the A.S.A. rules.
NOTE: A decision as to whether a game is to be called because of rain will be made no earlier than 5:00 p.m. Managers it is your responsibility to contact the field where you play to determine if your game has been canceled. You will not be called by the Englewood Recreation Dept. staff. Players should contact their manager, not the Recreation Center, for game information. This decision will be made by the respective Field Supervisor.

Coaches and Managers
All coaches are responsible to see that each member of their team understands the Rules and the Softball's Player's code of Conduct. Also, that each member sign the player roster/personal injury release prior to participating.

All teams are to warm up on the outfield or in the designated areas only. NO infield practice will be permitted. Children are not allowed to warm up with players.

Managers are responsible for keeping the player's bench clear of all persons except players and those directly associated with the club. Umpires and Field Supervisors are to enforce this rule. Players of other teams may not sit on your bench. One bat person will be allowed on the bench and he/she should be aware of the danger involved. One person, a scorer, may sit on the bench to keep the scorebook . It is suggested that bat persons wear batting helmets.
Managers must turn in their line-up ten minutes before the game is scheduled to begin.
Managers must see to it that their players have their equipment and are ready to start on time. A forfeit will be called if the minimum number of players are not on the field ready to play.
The umpire can call the game a forfeit of a team employs tactics designed to delay or hasten the game.
It is the managers responsibility to make certain that all players on his team are only on his Englewood Fastpitch Roster. A player shall be declared illegal if he plays on more than one fastpitch team and league in Englewood. Furthermore, members of the umpire organization cannot umpire games in the league in which they play

Any player participating under an assumed name shall be declared an illegal player and immediately suspended. All players must have a photo I.D. available and must present proof of identification upon request. Failure to do so will result in forfeiture of the game and all games that he participated in.

Managers and players should go to the Press Box only on business.

Uniforms - All teams must have matching shirts of the same style and color. A permanently attached non-duplicating number atleast 6 inches high. ALL players are required to wear hats. (See Enforcement Below)

Enforcement of the uniform rule must be made by the opposing manager only to the umpire before said player steps into the batters box for the first time. Otherwise, the player will be eligible. Penalty, any player out of uniform will not be eligible to play.

The team listed first for each game shall be the home team and will use the third base dugout. The home team may use the game ball for warmup.

Game and Regulations
The A.S.A. Official Softball Rules as adopted by the International Joint Rules Committee on Softball will govern play with the following exceptions.

First game will start at 6:15 p.m. The 6:15 game will start on time regardless of whether both umpires are present or not.

Teams may play with 8 players for all games. Teams must have a minimum of 7 rostered players. Players 8 & 9 can be supplied from another team as long as they are on a roster within the Englewood league.

Game time is forfeit time with the following exception:
Start the game clock and allow the team up to 10 minutes to get the proper number of legal players. If the team that is short players is the home team they will automatically become the visitors and begin batting. If at the end of their half inning they are not able to field a team of eight players the game will be considered a forfeit.

A time limit will be used in addition to the usual seven-inning regulation game. In the event that the home team is ahead by seven runs after 4 1/2 or visitor is ahead by seven after 5 complete, the game is considered complete. No new inning will start after one hour and fifteen minutes. Time is determined by the last out of the previous inning.

A game that is tied at the end of seven innings or one hour and fifteen minutes will be completed; the new inning will begin with the last batter from the previous inning starting at 2nd base with no outs. This will remain in effect for both teams until a winner is declared.

A team may have 12 players in their batting order and play 9 defensively.

The batter, baserunner(s) and on deck batter must wear a NOCSAE approved batting helmet - double ear flaps.

Bats must conform to the following restrictions;
  1. Does not meet or exceed 1.2 BPF
  2. Is not constructed with a double, triple or multi wall
  3. Does not contain titanium
Intentional Walk - Catcher will notify the umpire and the batter will be awarded first base.

In case of a dispute, the umpires are will talk to the managers only. All others will retire from the immediate vicinity. Anyone violating this regulation shall be liable to immediate removal from the game. Prolonged arguments will not be allowed. If a protest is made, the manger must submit a written protest in accordance with I.J.R.C.S. guidelines to the Program Administrator. Any protests not meeting these guidelines will be considered invalid.

Any player ordered out of the game by an umpire, for any reason, shall leave the field immediately, and shall be suspended for the following game. Any further outbursts or threats will call for action by the Field Supervisor and possibly the Police.

Player(s) added after your roster is turned in must fill out a player add form and pay proper player fee(s). They must then take the add form to All Field Supervisors to become eligible at each facility. If a player(s) loses his add form a copy must be obtained form the Recreation Center. All transactions must be done at the Englewood Recreation Center during hours of operation.

Player(s) transferring to another team must wait two days after notifying the league director. A player may transfer only one time during the season.

All players must be 16 years old.

If a ball goes out of the playing field, the pitcher cannot wait for it to be returned. He must throw another ball until it goes out of play.

An automatic home run will be awarded if the power line that crosses the outfield at Belleview Park is struck by a hit ball that is not foul.

Tie Break Procedures:
  1. Head to head competition.
  2. Fewest number of forfeits during the season.
  3. Total score difference in all head to head games between tied teams.
  4. Flip of a coin.
If a team drops out of the league or is ejected from the league, all games up to the official notification count in the standings and all remaining games will not count in the final standings. League standings will then be based on winning percentage.

Team members will be held responsible for the overall conduct of their team and their fans. The privilege of entering a team in the league next season will be based on this seasons conduct.
