City of Lakewood, CO Parks and Recreation Adult Basketball Rules and Regulations

  1. TEAM ROSTERS - A COMPLETE TEAM ROSTER AND PHOTO IDEA IS REQUIRED BY ALL TEAMS. ROSTERS WILL NOT BE ACCEPTED UNLESS ALL INFORMATION THAT IS REQUESTED IS COMPLETED.

    All team rosters will be frozen second week prior to the completion of League play and will remain frozen through the end of the season, including any end of season league tournament.
    It is the team manager's responsibility to turn in and keep up-to-date his team's roster. Teams not turning in rosters will not be allowed to play. Before the players' add/drop deadline, new players may be added by coming to CWRC. Players can be added up to game time. No phone in roster additions will be accepted.

    Fees for resident and nonresident players must be paid prior to scheduled league game. Player fees must be paid by check to the City of Lakewood, $8.00 resident and $16.00 nonresident. Once League play has begun, the player(s) fees are frozen and are not transferable.

  2. A player appearing on a team roster and once playing in a game will be permitted one change of teams, however, he must be released by his coach in writing. A player cannot play on more than one team in the same league sponsored by the City of Lakewood. A player may be released at his own request if he has not played in the previous two consecutive games.

  3. Players must be at least eighteen (18) years of age.

  4. Each team will be required to have matching (preferably colored) jerseys which are numbered. No duplicated numbers and they must be permanently attached to the front or back. Any player not in uniform will not be allowed to play. Teams must be in uniform by the second game of the season. Penalty: forfeit determined by basketball coordinator.

  5. Forfeiture Time - EACH TEAM MUST HAVE FOUR PROPERLY DRESSED AND ELIGIBLE TEAM MEMBERS BEFORE A GAME CAN BEGIN AND MAY FINISH WITH THREE. If at game time, a team does not meet this requirement the following will happen:

    The scorekeeper will begin the time on the scoreboard. If a player or player's show during the first ten minutes, the game will begin at that point with a technical foul against the late team. If said players do not show within ten minutes, the game is a forfeit!

      Forfeit Rule - If a team is going to forfeit, they must call at least 2 hours prior to their scheduled game time or their game will be considered an un excused forfeit. Two or more un excused forfeits during the season and the team will forfeit the rest of their gams and lose its returning team status.


  6. High School rules will be followed except for the following:
    1. Games will consist of two 20 minute halves with three minutes between halves.

    2. In case of tie games, first overtime period will be three minutes; two minutes will be a running clock, and the last one minute will be regulation stop clock. If the score is tied at the end of three minutes, there will be a second overtime. If score is still tied there will be a sudden death play off. First team to score wins.

    3. All offensive and back-court fouls will award the ball to the offended team at mid- court or closest spot of foul.

    4. During the last two minutes of each half and last minute of overtime periods, all fouls committed by the defensive team will constitute two (2) shots. An intentional foul will be two shots and the ball out of bounds.

    5. The clock will continue to run on all jump balls, free throws, and out-of-bounds except at the start of a period and during the last two minutes of each half. (The clock will continue to run during the last two minutes of the second half if one team is ahead by 8 or more points for women's league and 12 or more points for all men's leagues.)

    6. The clock will continue to run during a technical foul if it occurs in the first 18 minutes while the clock is in a running process.

    7. Two time outs may be taken by each team during each game half, with one minute allowed for each time out. Time outs are not cumulative.

    8. DUNKING IS PERMITTED IN ALL LEAGUES.

  7. Managers are responsible for keeping the player's bench clear of all persons except those players and one non-playing manager associated with the team. CHILDREN MAY NOT SIT ON THE BENCH.

  8. Three point shot is in effect for all league games.

  9. A player that is not properly registered on a team is subject to protest by any manager in the city league. Such ineligibility may result in forfeit of games.

  10. Any player or manager who received two technical fouls for verbal or physical abuse will be ejected from the game, and will sit out the next scheduled league game. He/she may sit in the stand ONLY as long as he/she remains silent. IF A PLAYER CONTINUES TO HARASS AN OFFICIAL, CITY OF LAKEWOOD REPRESENTATIVE, OR OTHER PLAYERS, THE GAME WILL BE A FORFEIT. IF A TEAM RECEIVES A THIRD TECHNICAL (TECHNICAL FOUL FOR VERBAL OR PHYSICAL ABUSE), THE GAME WILL BE CALLED A FORFEIT. Any harassment of officials, City of Lakewood representative, or other player after the ball games, will terminate the team's play for the remainder of the season.

  11. There will be no smoking in the gymnasium or the locker rooms. This includes coaches, team members, and spectators. This is a community center rule and we must adhere to it or you will loose the use of the facility.

  12. The City of Lakewood's Department of Community Resources reserves the right to refuse participation to an individual or team if they do not obey the rules and regulations and keep within the spirit of sportsmanship.

  13. The team manager is responsible for his team's conduct. No player is to harass the referees, other players, spectators, or the City of Lakewood representatives in any way including verbal or physical attack or abuse. The degree of infraction will result in the automatic minimum penalty of 2 game suspension from the league. A person removed from a game for any reason must leave the playing area. He may sit in the stands only as long as he remains silent. A player suspended from a game remains suspended until his case has been considered.

  14. All protests must be made in writing no later than 24 hours from game time and must be accompanied by a check of $50.00. The protest will be weighed by: presiding official, league specialist, and a program coordinator. If the protest is decided in your favor, the $50 will be returned.

  15. Awards
      --- 1st to 3rd place team trophies.
      --- Individuals to the 1st place team only.
      1. In case of ties, the following formula will be used:
        1. Head to head competition
        2. Point spread difference
        3. Cumulative score against common opponents' point scored and against.
    If a tie still exists, an additional trophy will be awarded.

  16. In case of doubt about playing because of weather conditions call 303-987-4800. Managers will be called ONLY if games are canceled. Then, it is the manager (s) responsibility to contact the team members. Make-ups will be scheduled at the completion of League play. Make-ups may be scheduled on weekends or weekdays indifferent to your regular day of play.

  17. UNATTENDED INFANTS/CHILDREN POLICY:

    It is the policy of the City of Lakewood Department of Community Resources not to allow unattended infants/children in Recreation Center(s).

    Purpose: The purpose of this policy is to discontinue the practice by participating parents of bringing infants/children into the Recreation Center (s) to run free and unsupervised.

    The parents will be warned once about the unattended infants/children. If they have to be asked again, they will be asked NOT to bring their children back again.
