CITY AND COUNTY OF BROOMFIELD RECREATION SERVICES KICKBALL LEAGUE RULES AND REGULATIONS 2007

COACHES AND MANAGERS
  1. All managers are responsible to see that each player on his/her team understands these rules and regulations and the "players code of conduct."

  2. Absolutely no children are allowed in the dugouts!!!

  3. Line-ups need to be in the scorebook prior to game time.

  4. Teams must start and finish with a minimum of 7 players. If a team starts a game with 7 players and a player arrives late, he/she must be inserted into the game immediately. This player will be added to the end of the kicking order. Any team dropping below the starting 7 players will forfeit the game.

  5. Any team dropping below the original starting players due to an ejection, or for any other reason besides an injury, and cannot provide a legal substitute, will take an out each time that player's kicking position comes up.

    1. Any team dropping below the original starting players due to an injury and cannot provide a legal substitute will not be penalized, unless it is below 7 players.

  6. Any team having three (3) ejections during the season will be removed from the league without a refund. Any player that is ejected two (2) times during the season will not be allowed to play the remainder of the season.

  7. Uniform requirements: Each team is recommended to have like-colored jerseys with contrasting colors.

  8. No jewelry allowed on the field with the exception of medical related items, which must be taped to the body.
Rosters
  1. Players must be 16 years of age to participate.

  2. A completed roster must be turned into the supervisor at the fields before the first game. Failure to do so will result in a forfeit until a completed roster is turned in.

  3. Number of players on a roster shall be unlimited. No new players after the 4th week.

  4. Players may not be listed on more than one roster.
    1. A team may pickup a player from another team to be able to play the game.
    2. The opposing manager must approve the pickup.
    3. The player must be on a roster from that night.
Game Regulations

Current WAKA rules will govern kickball with the following emphasis and modifications:
  1. NO ALCOHOLIC BEVERAGES ARE ALLOWED AT THE CITY AND COUNTY OF BROOMFIELD. No player, manager, coach, or team representative is allowed to drink alcoholic beverages before or during a game. Violation of this rule will result in that person being unable to participate in the game or ejection from the game.

    The City and County of Broomfield Police Department is enforcing the open container ordinance. No open alcoholic containers at the ball fields or in the parking lot. The City and County of Broomfield has an "Open Container" law that states: It is unlawful to have open containers of alcoholic beverages in any City park or ball field.
    Alcohol Policy: In a continued effort to have participants abide by the City ordinance of "No Open Containers of Alcoholic Beverages: in any City park or facility, the City and County of Broomfield Police will continue to issue citations. The addition of the Skate Park has created an increase presence of youth in the area so additional measures are needed. In cooperation, the City Athletic Division will suspend participants from league play in the following manner:

    First Offense – Two league game suspension and a letter sent to the manager/coach informing the team of the offense and suspension.

    Second Offense – League suspension for one full year from the date of offense and a one game suspension for the entire team. A letter to the team sponsor informing them of the violation and suspension.

  2. Equipment-An 8.5-inch playground ball will be used in all games. Athletic shoes or standard rubber softball cleats may be worn. (No metal cleats, sandals, or shoes with screw-on type cleats will be allowed).

  3. Pitching and Catching-The strike zone extends 1 foot on either side of home plate and 1 foot high. Any pitch outside that area as deemed by the official is a "ball".

    The following scenarios need to be followed or a "ball" will be called by the official.
    • No pitch can be thrown or be higher than one foot at the plate (called a "bouncy").
    • The pitcher must stay behind the pitching rubber until the ball is kicked.
    • No player may field in front of the pitcher other than the catcher, and no player can advance forward the 1-3rd base diagonal until the ball is kicked.
    • The catcher must field directly behind the kicker and can't cross home plate or be positioned forward of the kicker before the ball is kicked.
    • Any pitch outside of the strike zone. (Strike zone extends 1 foot on either side of home plate, and 1 foot high.)


  4. Kicking
    • All kicks must be made by foot.
    • All kicks must occur at or behind home plate. A kick in front of home plate is called a foul.
    • Bunting is allowed.
    • A player arriving late may be added at the end of the line up only BEFORE a team has gone through one rotation of the kicking order.
    • Eleven (11) players may take a defensive position throughout the game. (Six females and 5 males or vice versa)
    • Team's kicking order must alternate sexes. (Female, male, female, male, etc.)


  5. Running
    • Neither leading off base, nor stealing a base is allowed. A runner off his/her base when the ball is kicked is out.
    • Hitting a runner above the shoulders (head or neck shot) is not allowed. Any runner so hit is safe and advances one base beyond the one originally running toward when the ball was thrown. If the runner intentionally uses the head or neck to block the ball, and is so called by the official, the runner is out.


  6. Strikes
    • A count of three (3) strikes constitutes an out.
    • A strike is a pitch within the strike zone either not kicked or missed by the kicker.


  7. Balls-A count of four (4) balls constitutes an out. A ball is:
    • A pitch outside of the strike zone.
    • An illegal bouncy.
    • Any fielder or pitcher advancing on home plate before the ball is kicked.
    • Any catcher crossing home plate before the kicker or failing to field behind the kicker.


  8. Fouls-A count of four (4) fouls constitutes an out. A foul is:
    • A kick landing out of bounds.
    • A kick landing in bounds, but traveling out of bounds on its own before reaching first or third base. (A ball touched by an in-bounds fielder is automatically in play)
    • A kick in front of home plate.
    • On a full count, a player is allowed


  9. Outs-An out is:
    • A count of three (3) strikes or four (4) fouls.
    • A runner touched by the ball or who touches the ball at any time while not on base when the ball is in play.
    • Any kicked ball that is caught (fair or foul).
    • A ball tag on a base to which a runner is forced to run.
    • A runner off of his/her base when the ball is kicked.
    • Following your second strike, a player will be called out after two (2) foul balls.


  10. Time Limit-A regulation game will consist of seven (7) innings or a time limit of one hour (unless the score is tied at the end of seven innings.) A game called by the umpire shall be regulation if five or more complete innings have been played, or if the team second at kick has scored more runs in four or more innings than the other team has scored in five or more innings. Lineups for each team must be submitted to the opposing team prior to the game time. Any player that arrives late will be placed at the end of the lineup.

  11. Extra innings- All extra inning games and games tied after the time limit will go to one pitch; you either walk, strike out or take the result of the play no exceptions (foul ball is an out). You will also start the first extra inning with the last player who batted in the previous inning on second base with no outs. If, after one full extra-inning, the game is still tied, the last player who batted from the previous inning will start on third base.

  12. Home runs-No limitations.

  13. Bases-A safety (double) first base will be used in all games. The safe base will be positioned so that the white portion is where first base would normally be (in fair territory) and the colored (red or orange) should be in foul territory. Any kicked ball hitting the white portion should be fair and any ball hitting the red or orange part should be foul. On the initial throw to first base from the infield or outfield the kicker runner MUST touch the red or orange portion of the base. The defensive player MUST always touch the white portion. This rule is in effect only on the initial play at first base which does not include:
    1. Returning to the base after over running.
    2. Running to second base when the ball is hit to the outfield.
    3. Re-tag to advance on a fly ball.


  14. Courtesy runner-The courtesy runner must be the last recorded out (even in a new inning) and must be entered prior to the first pitch to the next kicker. The use of an ineligible courtesy runner will result in the removal of the runner from the base and an out being recorded on the player whom he or she replaced. A courtesy runner whose turn at kick comes while he or she is on base will be out. He or she will be removed from the base and come to kick. A second courtesy runner cannot be substituted at this time. A courtesy runner must be replaced by runner of same gender.

  15. Players
    1. All players must be sixteen (16) years of age to participate.
    2. Teams must start and finish the game with a minimum of seven (7) players.
    3. You can only have one more male than female playing defense.
    4. There is NO male dominance rule. Any play may be handled by a male or female.


  16. No Cheese Rule- Even the most innocent pop ups are potential hits in kickball; there is no infield fly rule. Due to some abuses in the past, there will be a no cheese rule for situations where a fielder is judged to have intentionally allowed the ball to drop to turn a double play

  17. Zero Tolerance Rule- The City and County of Broomfield has adopted a "ZERO TOLERANCE RULE" towards foul language and taunting. Any player using any type of FOUL LANGUAGE or TAUNTING of any kind will be removed from the game without warning. A warning will be given to both teams prior to the beginning of the game (in pre-game). This means the umpires will go to both dugouts and give the warnings so all players are aware. After the warning, all instances of FOUL LANGUAGE or TAUNTING heard by an umpire will result in a player ejection. If the ejection results in a team having less than the allotted number of eligible players required to continue the game, then the game will be declared a forfeit.

  18. Home Plate Rule- All plays at home plate will be played as a force out. The runner coming home must not step on home plate. An out will be recorded if a runner steps on the plate and play continues until the referee calls the play dead. The runner must cross a line (break the plane) which runs perpendicular to the third base line, extending from home plate to the backstop. The defensive player must have possession of the ball and be touching home plate for that runner to be declared, "out". The runner may not return to third once he/she has crossed the point of no return line or an, "out", will be declared (play continues until the referee calls play dead). A defensive player may still throw the ball at the base runner coming home to attempt to get the base runner out, but the defensive player may not tag the runner as he/she runs home to score.


TIE BREAKING PROCEDURES If two teams tie in the overall league record, the tie will be broken by head to head competition. If a three or more way tie exists and no team won all games involved with teams tied, then the winner will be decided by run difference. The next tiebreaker is run differential in all league games. Runs earned vs. runs given up equals the differential. The final tiebreaker is a coin flip.
ANY TEAM FORFEITING A GAME WILL AUTOMATICALLY BE DROPPED FROM THE TIE. ANY TEAM FORFEITING TWO OR MORE GAMES WITHOUT NOTIFYING THE RECREATION CENTER COULD BE DROPPED FROM THE LEAGUE WITH NO COMPENSATION (THIS INCLUDES MAKE UP GAMES). PLEASE BE CONSIDERATE OF OTHER TEAMS.

Rain Out Policy Games canceled because of rain during the course of the season will be made up as soon as possible. Game times, dates, and days are subject to change. All rescheduled games will be posted on the website

A decision as to whether a game is to be canceled will not be made any earlier than 4:00 p.m., except in cases of extremely inclement weather conditions. In the event of conditions not covered by the previously listed regulations, these events shall be reviewed and weighed by the league director.
